Social mobility is linked to social cohesion in a number of complex ways. In essence it concerns social fairness and is a measure of how equal economic opportunities or life chances are, and how a society transforms principles of equal opportunity into reality.Intergenerational mobility of income or socio-economic status demonstrates the real extent to which equality exists in a society. A more cohesive society is one where people are not divided on socio-economic or other grounds, citizens accept that the division of rewards is fair and everyone has equal starting points in life.This study examines the factors influencing social mobility and policies which might be put in place to facilitate it, in particular those concerning welfare services, child care, the education system, career structures and labour-market services.

The "rags to riches" story of Karol Jakubowicz's involvement in the work of the Council of Europe took him from the role of an awestruck newcomer from Poland in 1990 to that of the Chairman of the Steering Committee on the Media and New Communication Services (2005-06). Along the way, he was elected, delegated by the Steering Committee, and invited by the Council of Europe Secretariat to serve in a number of other capacities. In all of them, he contributed a wide variety of papers, reports and studies to assist the steering committee and other bodies in collecting information and formulating ideas in the general field of freedom of expression, creation of free and democratic media systems (including the issue of public service media), regulation of transfrontier television, the adjustment of Council of Europe human rights standards to the conditions of the information society, and the development of broadcasting legislation in Council of Europe member states.The present collection of these papers and reports is published in the conviction that they retain their value and relevance. It provides the additional benefit of offering a glimpse of the work preceding the formulation of Committee of Ministers recommendations and declarations, as well as resolutions of the Council of Europe Parliamentary Assembly.

Il intéresse donc aussi les éditeurs de manuels scolaires, les concepteurs de programmes, les formateurs des enseignants, les enseignants en formation et leurs collègues débutants.L'ECD/EDH a pour objectif de faire de chaque enfant un citoyen actif, curieux et capable de prendre part à la vie démocratique. C'est pourquoi l'ECD/EDH souligne l'importance de l'apprentissage fondé sur l'action et les exercices. La collectivité scolaire est conçue comme une sphère d'expériences authentiques où les élèves peuvent apprendre à participer à la prise de décisions démocratiques et à assumer tôt des responsabilités. After the collapse of state socialism at the end of the 1980s, young people in Eastern Europe began to play a dramatically different role in society. Les participants aux activités d'éducation et de formation sont des « multiplicateurs » qui, au sein de leur organisation ou institution de jeunesse, contribuent à former d'autres jeunes et/ou à concevoir des activités et des programmes mettant en pratique les valeurs, les normes et les objectifs qui président aux politiques de jeunesse du Conseil de l'Europe.
Les principes de l'apprentissage non formel sont associés à des méthodesd'apprentissage « expérientiel », celles-ci étant les plus indiquées pour transformer la formation en une expérience utile et pertinente. Les activités sont mises en oeuvre conformément à des normes de qualité agréées par les partenaires et les participants aux activités.
La qualité de ces activités dépend, dans une large mesure, des compétences et des capacités des animateurs de ces processus éducatifs, dont beaucoup sont bénévoles au sein d'associations de jeunesse et de proximité. Ce manuel a été élaboré pour les aider à remplir ce rôle, en particulier lorsqu'ils sont intégrés aux équipes éducatives lors des sessions d'étude organisées au Centre européen de la jeunesse.
Cet ouvrage fournit des informations essentielles et des conseils pratiques à tous ceux qui, ponctuellement, sont associés à la planification et à la mise en oeuvre d'activités interculturelles relevant de l'éducation non formelle. Il s'inscrit dans le cadre des travaux du secteur jeunesse du Conseil de l'Europe destinés à soutenir les activités d'éducation non formelle sur l'ensemble du continent, à en améliorer la qualité, et, partant, à contribuer à ce qu'elles soient plus largement reconnues.

The theme of this issue of Perspectives on youth is "Connections and disconnections". Our authors have contributed articles on migration, employment mobility, new familial relations, the Internet and new media, young people's social and political engagement, their connections with their own countries, with Europe or the wider world, and intercultural contacts in general, and others besides.
They address the potential benefts but also the tensions and contradictions that are inherent in contemporary social, cultural, economic and technological changes. Such changes are creating opportunities for young people to connect in new and positive ways with other young people, with their families and communities and with social institutions, in ways that increasingly "cross borders" of various kinds. But it is also clear that these changes do not always take place in a smooth or mutually complementary way: expanded opportunities are not necessarily enhanced opportunities; increased participation in education has not translated into more and better employment prospects; societies and communities are increasingly diverse and yet some perceive this as a threat rather than an opportunity. A related question arises as to whether the policies that are designed both to shape and respond to young people's circumstances and the resulting practices are themselves appropriately connected or disconnected with each other.
Perspectives on youth is published by the partnership of the European Union and the Council of Europe in the feld of youth with the support of fve countries: Belgium, Finland, France, Germany and the United Kingdom. Its purpose is to bring national youth policies closer together and to keep the dialogue on key problems of child and youth policy on a solid foundation in terms of content, expertise and politics. The series aims to act as a forum for information, discussion, refection and dialogue on European developments in the feld of youth policy, youth research and youth work and to contribute to the development and promotion of a youth policy and of a youth work practice that is based on knowledge and participatory principles. It is also intended to be a forum for peer-learning between member states of the European Union and the Council of Europe.

Elle vise également à établir des règles pour la préparation de leur libération, ce qui est important non seulement pour le détenu, mais aussi pour la protection de la société, car cette préparation diminue le risque de nouvelles infractions ou de récidive.La recommandation est un texte utile et une référence pour les gouvernements, les législateurs, les autorités compétentes, les professionnels, les organisations non gouvernementales et les associations qui s'occupent des délinquants dangereux, ainsi que pour les délinquants eux-mêmes.

On 19 February 2014, the Committee of Ministers adopted Recommendation CM/Rec(2014)3 to member States concerning dangerous offenders. The main objective of the recommendation is to strike the right balance between the protection of public safety and the rights of offenders, particularly in relation to secure preventive detention. These considerations have been given further weight thanks to several European Court of Human Rights judgments.The recommendation defines the concept of a "dangerous offender" with a view to characterising more precisely this group of offenders and also considers how best to recommend their management and treatment.The recommendation acknowledges and promotes the idea that protecting the public from dangerous offenders must be carried out while respecting the fundamental rights of dangerous offenders and established legal guarantees. It also aims at establishing rules for the preparation of their release, which is important not only for the prisoner but for the protection of society, as it diminishes the risk of reoffending or recidivism.The recommendation is a useful text and a reference for governments, lawmakers, all relevant authorities, professionals, non-governmental organisations and associations which deal with dangerous offenders, as well as for the offenders themselves.

Cette publication est le résultat du projet Edgeryders, une plate-forme de dialogue en ligne ouverte par le Conseil de l'Europe, pour réfléchir de concert avec la jeunesse aux défis posés par leurs transitions vers la vie active.
Puisque l'imagination et les expériences des jeunes citoyens ne peuvent être captées que dans le cadre de relations horizontales (apprentissage par le partage et la gestion commune) et dans le respect de l'esprit de réseau, qui redonne sens à l'effort individuel et apporte des solutions innovantes, un outil comme Edgeryders peut être une alternative d'avenir.
A leur tour, pour y répondre, les institutions doivent faire preuve de créativité. Il ne s'agit plus de gérer l'inertie, mais avant tout de réaliser un équilibre entre ce que les autorités publiques peuvent faire et ce qu'elles peuvent faciliter. Dans un esprit de coopération, ces dernières peuvent encourager le partage des responsabilités, des idées, des biens et des valeurs, en s'ouvrant à l'apprentissage réciproque.
Néanmoins, ce type d'interaction n'est possible qu'à deux conditions. D'une part, que les institutions affichent leur volonté de donner au dialogue une portée inédite, en accordant de la valeur aux propositions qui naissent des relations entre et avec les jeunes citoyens. D'autre part, que l'intérêt de ces derniers pour les affaires publiques soit maintenu sur le long terme, en appuyant l'échange en ligne avec des preuves concrètes de légitimité. Cette publication souhaite vise à remplir ces deux conditions.

Recommendation CM/Rec(2012)11 on the role of public prosecutors outside the criminal justice system complements Recommendation Rec(2000)19 on the role of public prosecution in the criminal justice system which was adopted in autumn 2000. Together these two recommendations set European standards for prosecutorial activities with a comprehensive set of principles defining the status, powers and practice of the public prosecution service for all areas of law in a modern democratic State. Whatever the nature of their responsibilities, whether they be criminal, civil, administrative law or other, it behooves public prosecutors to carry them out in full accordance with the rule of law, human rights and other principles which are fundamental to all democratic societies.This recommendation draws upon a number of sources as well as on the practice of the prosecution services of many Council of Europe member States that enjoy extensive powers outside the criminal justice system. A report, prepared in 2008 at the request of the Consultative Council of European Prosecutors (CCPE) of the Council of Europe, not only illustrated the diversity among legal systems but also showed that public prosecutors in most of the Council of Europe's 47 member States are vested with duties that extend beyond the criminal justice system of their countries.
